Historical Background


It was January 2005, when a team of the Socio-Cultural Group of ISU-Echague headed by DR. CINDY MEDINA visited Palanan to share their expertise on songs and dances in the celebration of the town fiesta.

It was allowed by the merging of the two great minds-that the former ISU President, DR. ROMEO R. QUILANG and former Mayor NATIVIDAD A. BERNARDO - hence, the conception of our ISU Outreach Program.

It comes into fruition... a survey was done, spearheaded by PROF. SAULO AGGABAO and the staff of the Student's Affairs Office. There was a rigid information disseminations at the coastal areas, even in the towns of Divilacan and Maconacon. The result was very satisfactory.

It was born. The good news was  spread along the coastal areas. The pioner students numbered 132, Education applicants 48 and the Agriculture applicants with 54. Professionals in the Local Government Unit (LGU), Palanan High School and some from the Elementary were also eager and interested for professional growth; hand -in -hand, the Master of Arts in Education was also offered with 30 students.

The generous principal of Palanan National High School, MRS. CORAZON L. BERNARDO allowed us to use four classrooms - two for classes one for office and the fourth as the library.

DR. ROWENA M. DEL ROSARIO of the College of Arts and Sciences was then designated to man the Outreach Program with MR. ROLLY L. SAN JOSE as acting Registrar and Cashier.
